Instructions
Cook rice in 3 cups water with a pinch of salt until tender, about 15 minutes.
Whisk soy sauce, rice vinegar, brown sugar, cornstarch, ginger, and garlic powder to make the sauce; set aside.
Cook beef in sesame oil over medium-high heat for 3-4 minutes until browned, then add sauce and cook 1-2 minutes until thickened.
Stir-fry vegetables with water for 3-4 minutes until tender, then return beef to pan and toss to combine.
Assemble bowls with rice, beef, vegetables, and top with sliced green onions and sesame seeds.
