Instructions
Mix flour, rice flour, water, egg, and salt to form a smooth batter.
Add seafood, scallions, onion, chili, and garlic to the batter and mix well.
Heat oil in a skillet over medium-high heat, pour in batter, and cook until crispy and golden, about 3-4 minutes per side.
Repeat with remaining batter, adding more oil as needed.
Mix soy sauce, rice vinegar, sesame oil, sugar, and scallions to make dipping sauce.
Notes
For extra crispiness, use rice flour and ensure the oil is hot before adding the batter.
