Instructions
Mix ground beef, shallots, garlic, mashed potato, soy sauce, salt, mala spice, and sesame oil. Form into small patties.
Prepare dough by combining flour, salt, hot boiling water, and room temperature water to form a smooth dough. Rest for 10 minutes.
Divide dough into small balls, roll out into thin circles, and place a beef patty in the center of each.
Seal the edges and pan-fry each pancake in vegetable oil until golden and crispy, about 3-4 minutes per side.
Serve hot with your favorite dipping sauce.
